why do the numbers on my wrist watch turn?

Why do some wrist watch have an outer wheel with the numbers (0-59) on it where You Can turn/twist it around. It makes a clicking noise as you twist it so the numbers (0-59) move around the face.
do you know what it's called?

If you are trying to time something you move the 0 to the place your second hand was when you started timing it.
