Why doesn't Lucius Malfoy use a time turner?

They do this for the plot in AVPS, I know. But, honestly, Rowling could do so much more if she wanted to, if she went with this!!
So, why doesn't Lucius use the time turner to actually do this? He dosn't die in the end or anything...
To the licence thing: What if he had one?

You need a licence, if I remember correctly.

EDIT: I just realised how strangely that reads. What I mean is that Time Turners are very tricky to get a hold of and you need a licence handed out to you from the Ministry of Magic, who decide whether you really need one or not.
