How do I make a choppy skirt?

I want to be an elf for Halloween - not a Santa elf, but a wood elf or wood nymph or whatever you want to call it. I already have a vest and I know how I'm going to make the arm bracers and other accessories, but I can't find a skirt or dress like what I want in any nearby stores. My mom said she could help me make it, but I need to find a sewing pattern. I'm not sure if I want short or long sleeves, but I'm leaning toward short. Please help. Thanks.

Just go to the fabric store and buy fabrics in 2 or 3 colors for the skirt panels. Cut triangles and attach them to a waistband or elastic. To keep the soft wood nymph look and since this is a costume, don't bother to finish the edges so they can fray some. Wear tights so you are covered. Use a light cotton or a sheer like a chiffon.
