My MTG blue/white deck?...how to improve?...specific cards to add?

Also im running 74 cards what should I cut out?

Wow. That's a mess. There are three things you really have to do to make a deck that can be good:

1) Make it the minimum card count allowed (60 in most cases)
2) Make it 33-40% land, though almost every tourney-caliber deck runs 40% or a hair more.
3) Every card you put in your deck, run 4 copies of it, unless it is a Planeswalker, Legendary, or costs 5+ mana, in which case you want 3 copies.

Looking at your deck, it really looks a lot like you took about 7 Booster Packs, pulled out all the White and Blue, and just tossed them together without thinking about how they fit together. For example, what good is a Djinn of Wishes, if you have no way of knowing what the top card on your Library is? You want something like Ponder so You Can choose what the top card of your library is before you use the Djinn's ability.
